Westminster was established on March 17, 1875 when the charter was signed.It was established as a water stop on the Southern Railway. As stores, shops and factories started to set up around the train stop, it bloomed into a decent-sized town.

The Retreat Rosenwald School and Southern Railway Passenger Station are listed on the National Register of Historic Places. According to the United States Enumeration Bureau, the town/city has a total region of 3.4 square miles (8.9 km ), all of it land.
